Does it work with 802.3af switches?

No — this is passive 30 V PoE, not the 48 V 802.3af/at standard. Plugging it into a regular PoE switch port will not damage the switch but won't power the Mini either.

How long can the run be?

Up to 30 m on CAT5e at 20 AWG, longer if you step up to CAT6 or 18 AWG.
